A new political cycle could bring old legislative risks back.
The Public Affairs team was tracking 57 bills. Around nine were considered high impact. An election, a new Congress and changes in government could reorder those priorities quickly. Earlier proposals could return under new numbers while new ministers and lawmakers changed the engagement landscape.
Legislative records, stakeholder information and engagement notes sat across different tools and teams. Reporting was manual. The client could track individual developments, but it was harder to retain the history around an issue or compare public attention with its own engagement activity.
TSC connected the bill record to lawmakers, media and engagement.
TSC connected the legislative record to monitored developments, stakeholder profiles and engagement history. The team prioritised the bills with the greatest potential impact and connected them to the relevant ministers, senators, representatives, committees and industry groups.
Genie provided the repository and repeatable views. TSC analysts maintained the intelligence and prepared reports, profiles and Power Briefs. Daily alerts were preferred for legislative change. Email reports remained an important way for the intelligence to reach the client.
TSC also built a comparison between the issues appearing in media and the issues appearing in client touchpoints. This allowed the team to see where its engagement was leading the agenda and where it was responding to external pressure.
The repository preserved context for the next Congress.
The legislative repository became a working memory for the next Congress. Previous bills, current proposals, stakeholder positions and engagement history could remain associated even when a proposal returned under a different number or a new office-holder entered the system.
The client valued this continuity and planned to use the capability to structure its mapping of the new Congress. New ministerial profiles and issue briefs could build on the same base. This gave the team a more consistent foundation for advocacy preparation across the political transition.
